Félicien Kabuga was a Rwandan businessman and principal financier of Hutu extremist media, indicted for his role in the 1994 Rwandan genocide.

Félicien Kabuga was born on 1 March 1933 in Munig, Rwanda, and became a wealthy entrepreneur through tea farms and other ventures. He aligned himself with President Juvénal Habyarimana's MRND party and the extremist Akazu group, using his resources to support Hutu Power propaganda.

Kabuga financed the RTLM radio station and Kangura magazine, which incited violence against the Tutsi minority. In 1998 he was indicted by the International Criminal Tribunal for Rwanda on multiple counts, including genocide, conspiracy to commit genocide, and direct incitement.

After the genocide, Kabuga fled Rwanda and spent 26 years as a fugitive, living in various African countries before being captured by French police in May 2020. He was transferred to The Hague to stand trial, but was declared unfit due to dementia in 2023.

Kabuga died on 16 May 2026 at the age of 93, ending a long and controversial chapter in the pursuit of justice for the Rwandan genocide.
