Clermont Silveira Castor was born on August 2, 1936, in Sacramento, Minas Gerais, Brazil. He studied medicine at the Faculdade de Medicina do Triângulo Mineiro, specializing in pneumology and occupational medicine. In 1961, he moved to the Baixada Santista region of São Paulo state and began working as a physician for the Cubatão municipal government, where he remained until his retirement.

Beyond his medical career, Castor entered public service and politics. He served as Cubatão's Municipal Health Secretary and was elected to the city council, where he served from 1988 to 1992. He was subsequently elected mayor of Cubatão for two consecutive terms, governing the city from 2001 to 2008.

Castor died on August 7, 2026, at the age of 90, while hospitalized at Santa Casa de Santos. The Cubatão city government declared three days of official mourning in his honor. He was survived by his wife, children, and grandchildren.
