Dominique Libault graduated from the École nationale d'administration (ENA) and entered the French social security system in 1987, where he spent most of his career. He served as director of the Sécurité sociale, the country's main health and social protection agency, from 2002 until 2012, overseeing major reforms and the expansion of services for the elderly and people with disabilities. After leaving the directorship, he continued to influence French social policy as president of the Haut conseil sur le financement de la protection sociale (HCFiPS), an advisory body attached to the Prime Minister's office.
