Liam O'Neill was born in August 1955 in County Laois, Ireland. A primary school principal by profession, he became deeply involved in Gaelic games administration throughout his career. He served as chairman of the Leinster Council before seeking the GAA presidency.

O'Neill was elected president-elect at the annual GAA Congress in April 2011 and succeeded Christy Cooney as the 37th president of the Gaelic Athletic Association on 14 April 2012. His inaugural address outlined a manifesto focused on sports issues including refereeing, discipline, and fixtures planning, organizational improvements in finance and infrastructure, and growth through youth involvement and new club formation.

Following his presidency, O'Neill continued to act as a spokesperson for the GAA, including in the aftermath of the Armagh eye-gouging incident in 2022. He died on 4 August 2026 after a short illness.
