Luis Uruñuela Fernández was a Spanish politician and lawyer who played a pivotal role in Andalusia's transition to democracy. Born in Seville in 1937, he co-founded the Alianza Socialista de Andalucía in 1971, a clandestine political organization during the final years of the Franco regime, which later became the Partido Socialista de Andalucía (PSA).

Following the first democratic municipal elections in 1979, Uruñuela was elected mayor of Seville through a left-wing pact between the PSA, PSOE, and PCE, becoming the city's first democratically chosen mayor since the Second Republic. During his tenure from 1979 to 1983, he championed the continuation of the Seville Metro project and implemented policies to protect the city's architectural heritage from demolition.

He also served as a deputy in the Congress of Deputies in 1979 and later in the Parliament of Andalusia. In 2009, he received Seville's medal alongside his successors Manuel del Valle and Soledad Becerril, honoring the first three democratic mayors of the city. He remained an advocate for expanding the Metro into the historic center throughout his later years.
