Paulo Roberto Bastos Furtado was born in Salvador, Bahia, on March 29, 1944. He earned his law degree from the Universidade Católica do Salvador (UCSal) in 1968 and later completed master's degrees in Higher Education Methodology from UCSal and in Law from the Universidade Federal da Bahia (UFBA).

Before joining the judiciary, Furtado served as Chief of the Civil House of the Bahia Government from 1979 to 1982. In 1982, he became a judge (desembargador) at the Tribunal de Justiça da Bahia through the constitutional quota reserved for lawyers. He later served as president of the TJ-BA from 1992 to 1994 and briefly held the position of interim governor of Bahia in October 1992.

Throughout his judicial career, Furtado directed the School for Preparation and Improvement of Magistrates and worked as an adjunct professor at the Law Faculty of UFBA and UCSal. He was a member of the Academy of Legal Letters of Bahia and the Institute of Lawyers of Bahia. He died on August 8, 2026, at the age of 82.
